Graduate of the Faculty of Law, Administration and Economy at the University of Wrocław and the Faculty of Law at the University of Regensburg. Graduate of the European Doctoral College (Jagiellonian University, the University of Johannes Gutenberg in Mainz, Ruprecht-Karls-Universität Heidelberg). In 2009 he was awarded a Ph.D. in law. Fromer member of the Group of Experts for Public Procurements at the European Commission. Member of the Team for Public Procurements at the Social Dialogue Board. Author of the publications in the fields of public procurement, public private partnership, labor law and social security. Foreign languages: English, German.
