On 10 April 2014 ʺRzeczpospolita” published the article written by our lawyers, Jakub Pawelc and Jakub Wojsyk, entitled “New Directive – one more small step in the right direction”. In the article authors referred to the Directive 2014/24/UE of 26 February 2014 on public procurement, which aims at spurring fair competition and ensuring the best possible value for money for the recipients. The criterion of the most economically advantageous tender is intended to enable the contracting authorities to put a greater emphasis on quality, environmental conditions, social aspects and innovation, with the simultaneous regard to the price and product’s life-cycle-costs. The Directive identifies conditions when the cooperation between public entities is excluded from the scope of the Directive. Such exclusion may not result in the distortion of competition in relation to private operators.
