„What has to be amended regarding tenders until April”

On 21 December 2015 Rzeczpospolita published Katarzyna Borowska’s article regarding implementation of EU directive concerning public procurement. The article quoted a statement of Dr  Pawelec, who drew attention to the negative social and economic consequences to introduce regulation in-house as proposed in the bill. Dr Pawelec said that due to a number of legal concerns possible introduction of any exceptions to public procurement should be preceded by extensive discussion of experts and practitioners. The issue of implementation of the EU directive regarding public procurement has been the subject of discussion during the first meeting of the Council for Social Dialogue. As a solution it is postulated to implement partially the Directive on public procurement by introducing the so-called small amendment to the Public Procurement Law, among others due to the too short time for meaningful consultation (Poland is obliged to implement the Directive until April 2016). Dr Pawelec is also one of the supporters of so-called small amendment to the Public Procurement Law – member of the Council for Social Dialogue.
